Budget and partial shutdown

Federal Benefit Advisory

They say a budget is simply a way of telling your money where to go instead of wondering where it went, but tonight, the halls of our government sit in a humble, uneasy silence. As of this Sunday, February 1st, 2026, we find ourselves in a state of partial paralysis after the clock ran out on funding last Friday. While the United States Senate acted with resolve in a 71-to-29 vote to find a middle ground, the House of Representatives remains in recess. This leaves the final resolution in limbo until the gavel falls this Monday, with a definitive vote expected Tuesday to restore resources to the majority of our federal agencies.

However, there is a significant hitch in the works regarding our national security. In an effort to keep the peace today while delaying a difficult debate for tomorrow, the Department of Homeland Security—including the TSA and CBP—has been “decoupled” from the main budget. Following a tragic shooting in Minneapolis, an impasse over new guardrails for ICE led to a two-track strategy: while most major departments like Defense and State are slated for funding through September, the DHS has been granted only a humble two-week stay. This temporary stopgap forces a new deadline in mid-February, keeping the pressure on lawmakers to negotiate reforms without holding the rest of the government hostage.

For my federal employee friends, watching at home, the impact of this stalemate is felt in varied ways across the Federal Register. Agencies like the Pentagon, the IRS, and the Department of Transportation are currently facing a lapse, though essential personnel like our military and air traffic controllers remain at their posts. Meanwhile, other sectors—such as Veterans Affairs, the FBI, and our National Parks—continue to operate normally, having secured their budgets earlier. It is a complex and often confusing ledger to balance, but we shall continue to follow it with the clarity it demands.
